Deutsche Forschungsorganisationen unterstützen ungarische Akademie der Wissenschaften im Kampf gegen drohenden Autonomieverlust.
In einem Brief an den ungarischen Minister für Innovation und Technologie, Làszlo Palkovics, haben neun deutsche Forschungsorganisationen unter der Federführung der Leibniz-Gemeinschaft und der Nationalen Akademie der Wissenschaften Leopoldina ihre Solidarität mit den Kolleginnen und Kollegen der Ungarischen Akademie der Wissenschaften ausgedrückt.
Die mittragenden Organisationen bringen in dem Brief ihre Sorge zum Ausdruck, dass die Akademie durch den von der ungarischen Regierung geplanten Verlust ihrer Autonomie in finanziellen und organisatorischen Belangen beschädigt wird. Damit seien wichtige Erfolge der ungarischen Akademie gefährdet, die sich in den vergangenen Jahren durch die Bildung unabhängiger Forschungsinstitute und strukturelle Modernisierungen auch zu einem erfolgreichen Kooperationspartner für eine Vielzahl deutscher Forschungseinrichtungen entwickelt habe.
Die geplanten Einschränkungen seien mit dem Prinzip der Wissenschaftsfreiheit nicht vereinbar, kritisieren die deutschen Forschungsorganisationen. Die positive Entwicklung der ungarischen Wissenschaft in der jüngeren Vergangenheit basiere aber ganz wesentlich auf der Freiheit von Forschung und Lehre; ein Abrücken davon drohe sie in Sachen Wettbewerbs- und Kooperationsfähigkeit zurückzuwerfen.
Aus diesem Grund sind die deutschen Forschungsorganisationen sehr besorgt über die jüngsten Entwicklungen in Ungarn. Sie unterstützen ausdrücklich die Resolution des Präsidiums der ungarischen Akademie der Wissenschaften vom 12. Februar 2019, in der diese die Regierung auffordert, der Akademie das für 2019 zugesagte Budget im vollen Umfang zur Verfügung zu stellen und vom Umlenken eines Teils des Budgets Abstand zu nehmen.

The Humboldtians in Hungary received the following letter from the Alexander von Humboldt Foundation, with the letter in attachment (see in the above link and below).
Concerning the Hungarian Academy of Sciences
Dear Humboldtians in Hungary,
With this message I would like to inform you that the Alexander von Humboldt Foundation together with eight other major German research organisations has expressed its concern about the recent “reform” in Hungary affecting the Hungarian Academy of Sciences. Furthermore, this group has expressed its support for the Resolution by the Presidium of the Hungarian Academy of Sciences adopted on February 12, 2019. Enclosed, please find a letter to the Hungarian Minister Prof. László Palkovics concerning these matters.
In the view of the Alexander von Humboldt Foundation and the other eight research organisations, the Hungarian Academy of Sciences has, by establishing independent research institutes, modernised its organisational structure and successfully positioned itself as a cooperation partner for other organisations, including a large number of German institutions.
We believe that these important successes are at risk when the academy’s autonomy does no longer include structural and budgetary sovereignty. Such constraints are not in keeping with the principle of academic freedom and, as a consequence, with the principle of freedom in research and teaching, widely recognised in Europe.
We therefore hope that the Hungarian government will decide to provide the Academy with its full budget for the established internal, quality driven distribution.

Dear Minister Palkovics,
The Hungarian Academy of Sciences is one of the most prestigious scientific institutions in Hungary and in Europe. Founded in the early 19th century, it can look back on a long tradition as well as having taken progressive steps in recent years. By establishing independent research institutes, it has modernised its organisational structure and successfully positioned itself as a cooperation partner for other organisations, including a large number of German institutions.
These important successes are at risk when the academy’s autonomy does no longer include structural and budgetary sovereignty. Such constraints are not in keeping with the principle of academic freedom and, as a consequence, with the principle of freedom in research and teaching, widely recognized in Europe. As the recent successes of Hungarian Science are based substantially on these principles, it risks taking a distinct step backwards in terms of its competitiveness and ability to collaborate internationally.
Member organizations of the Alliance of Science Organisations in Germany are very concerned about this development – partly in view of the many research partnerships with institutions belonging to the Hungarian Academy of Sciences. We thus support the Resolution by the Presidium of the Hungarian Academy of Sciences adopted on February 12, 2019.
